英字新聞で読もう！で、NY Times によりますと・・・
■□■□■□■□■□■□■□■□■□■□■□■□■□■□■□■□■□■ ┏━━┓ー 英字新聞で読もう！で、NY Times によりますと・・・ ┃＼／┃ー ┗━━┛ー ( No.347 2009/11/05 ) ■□■□■□■□■□■□■□■□■□■□■□■□■□■□■□■□■□■ 週3回、The New York Times や The Japan Times から記事を一つ選んでお届 けします。（金曜日は復習号です）。NY Times は読者にエリート層を想定し た新聞ですから、ちょっぴり難しかったりもしますが、英語らしい英語が味わ えます。取り上げるのは、最初の2、3段落だけ。分からなくても、挑戦すると いう姿勢が大切です。いつか英語の海をスイスイ泳げるよう、このメルマガを 浮き輪代わりに使ってくださいな。 ■ きょう泳ぐ英語の海は ■ European Union Reform Moves Ahead （ New York Times ） A landmark agreement aimed at giving the European Union a global stature on par with major powers like the United States and China cleared its last major hurdle on Tuesday. The president of the Czech Republic, Vaclav Klauswas, was the last European Union leader to approve the so-called Treaty of Lisbon, which will try to increase Europe’s clout on foreign policy issues and will streamline the organization’s decision-making. The treaty required ratification by all 27 member states. Now Clear Away the Rubble of the Wall （ New York Times ） The year 1989 was a turning point for Europe and for the world, a time when history went into high gear. This acceleration was symbolized by the fall of the Berlin Wall and the velvet revolutions in Central and Eastern Europe. Totalitarian and authoritarian regimes were exiting the stage of history. Those events, and their peaceful unfolding, were made possible by changes that began in the Soviet Union in the mid-1980s. We initiated them because they were overdue. We were responding to the demands of the people, who resented living without freedom, isolated from the rest of the world. ■ まずは準備運動 ■ ・stature 身長、（到達した）名声、地位 ・par 同等、同価値、パー（ゴルフの基準打数） ・approve 承認する、良いと認める ・totalitarian 全体主義（totalitarianism）の ・initiate 始める、起こす（initial：最初の、イニシャル） ・resent 憤る、憤慨する ■ 泳ぐときには息継ぎしなくちゃ ■ A landmark agreement / 画期的な合意が / aimed at giving the European Union a global stature / 欧州連合に国際的な地位を与えることに向けられた / on par with major powers like the United States and China / 米国や中国のような主要なパワーと同等の上に / cleared its last major hurdle / その最後のハードルをクリアした / on Tuesday. / 火曜日に / The president of the Czech Republic, / チェコ共和国の大統領は / Vaclav Klauswas, / ヴァーツラフ・クラウス / was the last European Union leader / 最後の欧州連合のリーダーだった / to approve the so-called Treaty of Lisbon, / いわゆるリスボン条約を承認するための / which will try to increase Europe’s clout on foreign policy issues / 欧州の外交政策問題についての欧州の影響力を高めることをトライするだろう / and will streamline the organization’s decision-making. / そして組織の決定作りを効率化するだろう / The treaty required ratification by all 27 member states. / 条約はすべての27メンバー国による批准を必要とした / The year 1989 was a turning point for Europe and for the world, / 1989年は欧州と世界のためのターニングポイントだった / a time / ひとつの時 / when history went into high gear. / 歴史がトップギアに入った / This acceleration was symbolized / この加速は象徴された / by the fall of the Berlin Wall / ベルリンの壁の落ちることによって / and the velvet revolutions in Central and Eastern Europe. / そして中央と東の欧州でのビロード革命 / Totalitarian and authoritarian regimes / 全体主義のそして権威主義の体制は / were exiting the stage of history. / 歴史の舞台を出ていきつつあった / Those events, and their peaceful unfolding, / そうしたイベントとそれらの平和的な展開は / were made possible / 可能にされた / by changes that began in the Soviet Union in the mid-1980s. / 1980年代半ばのソビエト連邦で始まった変化によって / We initiated them / 私たちはそれらを始めた / because they were overdue. / なぜならそれらは期限切れだった We were responding to the demands of the people, / 私たちは人々の要求にこたえつつあった / who resented living without freedom, / 自由のない生活に憤慨していた / isolated from the rest of the world. / 世界の残りから隔離されて / ■ 英語ってどんな海？ ■ というわけで今回は、歴史的にも関連するふたつの記事を。後者は、ソ連のゴ ルバチョフ元大統領がニューヨーク・タイムズに寄稿した文章です。 ■ clout 最初の文は、A landmark agreementが主部でclearedが述部動詞です。 agreement（一致、同意、協定）というのは、具体的には、チェコの裁判所が リスボン条約を合憲と判断したのを受けて大統領が批准書にサインしたことを 指します。これが主語になった、いわゆる無生物主語です。 手前味噌ですが、試訳のフツーの日本語と比べると、だいぶ様子が違うと思い ます。英字新聞のような簡潔な英文では、名詞（agreement）が意思を持った 生き物のように物事に働きかけます（cleared its last major hurdle）。こ の違いを意識することで、英語に対する感覚が磨かれるのではないかと思いま す。 lastを使って、the last person I want to see と言えば、「彼は私が会いた い最後の人」、つまり「私がいちばん会いたくない人」というのも、英語の論 理的なところがよく現れている感じがします。 cloutは「（手や硬いもので）打つ、殴る」。転じて「（政治的な）力、影響 力」。よく使われます。 streamlineは「流線型」のことで、動詞で「（物事を）効率化する、合理化す る」。これもよく使われます。「批准（条約を承認すること）」の ratificationも英字新聞の政治面を読む場合は必須の単語です。動詞はratify です。 ■ gear ゴルバチョフさんの文章に行きます。high gearは車の「トップギア」。 in gearは「ギアが入って」で、そこから「調子よく、円滑に」といった意味 にもなります。反対がout of gearです。また、gearは「道具、用具、服装」 といった意味でもよく使われます。fishing gearと言えば「釣り道具」。 velvet revolution（ビロード革命）については、ウィキペディアでどうぞ。 http://tinyurl.com/yf9qrsa regimeは政治の様式やシステムのことで「政体、体制」。元々はフランス語で、 「アンシャン・レジーム」という言葉は聞いたことありますか？ exitは「出口」で、動詞なら「出る、退去する」。その反対のentranceと enterも、念のために確認しておきましょう。 ■ unfold unfoldはfold（たたむ、折る）の反対の意味で「開く、広げる」ですが、そこ から「（物事が）展開する」「（未知の物事が）明らかになる、明らかにす る」という意味でも、よく使われます。 overdueのdueはちょっと難しい語ですね。「～に負債がある」が元意だそうで す。due process（of law）は「法の適正手続き」、due careは「じかるべき 配慮」、due dateは「支払い期日、満期日、予定日」。「（人や乗り物が）到 着予定で」や「（物事が）～のせいで、帰すべき」といった原因・理由を表す 用法でもよく使われます。 そのdueにoverが付いた語なので、「支払い期限の過ぎた、到着していない」。 そこから「久しく必要としている」というニュアンスも出てくるのでしょう。 辞書で用例をたくさん読んで、イメージを掴みたい単語です。 ====================================================== 【 英語学習おすすめツール 】 翻訳界の第一人者・柴田元幸氏いわく・・・ 現代英語を読み、訳し、教える人間たちにとって、『リーダーズ英和辞典』と、 その補遺たる『リーダーズ・プラス』が刊行されなかった宇宙は、ほとんどコ ンピュータが発明されなかった宇宙と同じくらい想像を絶する。 http://www.amazon.co.jp/dp/4767414318/ref=nosim/?tag=englishpaper-22 やけに大袈裟ですね。『リーダーズ』から何か貰って・・・いや、もちろん、 いい辞書です。僕も最初に引くのはこの辞書です！ （K.Andoh） ====================================================== ■ 日本の陸に上がってみると ■ EU改革、前進する （ New York Times ） 火曜日、米国や中国などの大国と同等の国際的地位を欧州連合（EU）に与える という目的に歴史的な合意がなされたことで、最後の大きな障壁が取り除かれ た。 チェコ共和国のヴァーツラフ・クラウス大統領は、いわゆるリスボン条約を承 認していない最後のEUの指導者だった。同条約は外交問題に対するEUの影響力 を高め、組織の意思決定を効率化する試みで、その発効には27全加盟国の批准 が必要だった。 ベルリンの壁の残骸を一掃せよ （ New York Times ） 1989年はヨーロッパおよび世界の転換点だった。そのとき歴史は本格的に動き 出した。急転の象徴となったのがベルリンの壁の崩壊と中東欧におけるビロー ド革命などだ。全体主義と独裁政治は歴史の舞台から退場し始めた。 一連の出来事とその平和的な展開を可能にしたのは、1980年代中葉のソビエト 連邦で始まった変革の動きだった。私たちが主導した理由は、すでに機が熟し ていたからだ。私たちは民衆の要求に応えた。民衆は自由がなく、世界の他の 国々から閉ざされた生活に憤りを感じていた。 ====================================================== 【 英語学習おすすめツール 】 英文法解説（江川泰一郎著） http://www.amazon.co.jp/dp/4760820094/ref=nosim/?tag=englishpaper-22 英文法の確認は、これ１冊でOK！今日も、感謝です。 （K.Andoh） ====================================================== ■ もう一度、泳ごう ■ European Union Reform Moves Ahead （ New York Times ） A landmark agreement aimed at giving the European Union a global stature on par with major powers like the United States and China cleared its last major hurdle on Tuesday.
