vol.183 Bribing Senior Citizens

I saw a news story the other day about the start of a new police program.
There is concern over the increased number of older drivers being involved
in accidents, so they will be tempted to relinquish their drivers' licenses.
Actually, the proposed motivation to exchange their licenses for senior
non-driving licenses is a kind of bribe.
Seventy-something companies have been persuaded to offer discounts, most of
which seem to be around 10%, when elderly customers present the "licenses"
(with a gray rather than the usual blue or gold stripe).
I watched several different news programs to see the same story, and the
impression I got is that most of what's being offered is discounts at very
expensive department stores, restaurants, hotels, and tea shops. Since the
same news programs were also featuring stories about many pensioners unable
to live on their fixed incomes, having trouble buying heating fuel at the
high rates lately, or worried about the state of their pensions since the
government's records are such a catastrophe, I wondered just how attractive
a 10% discount at a first-class hotel bar or one of Tokyo's most expensive
department stores could be to most senior citizens.
I was amused (and sympathetic) when they showed Tokyo's oldest driver, a
102-year-old who has been driving Mercedes Benz cars for years, and has no
intention of giving up his driers license soon. He apparently doesn't drive
that much these days, but maintaining the license is a matter of pride to
him.
Although the number of traffic accidents involving seniors has been
increasing, so has the percentage of older people in this graying society.
I'm not convinced that the rate of accidents is really that disproportionate.
I'm also not convinced that the police plans to bribe older drivers to give
up their licenses is going to work.
Actually, although I do see some pretty incompetent older drivers, I see
rather more incompetent young ones. I'm often astounded at how badly, and
dangerously, a lot of young people are driving lately. Having heard that
driving school instructors are often pressured to go pass young trainees
in order to avoid claims and increase the driving schools' incomes, perhaps
I shouldn't be that surprised.
In any case, it appears that once you get a license here, as long as you
can continue to pass the eye test and avoid accidents or major violations,
you can keep the license as long as you want. It's pretty funny, really,
in an absurd kind of way, to see the police reduced to trying to bribe old
people into giving up their driving licenses.
